The article doesn't mention it, but this took place in NYC.

Kevin Bishop, Subway Masturbator, Arrested, Claims His "Private Parts Fell Out"

The mystery subway pervert has been caught.

Kevin Bishop, a 44-year-old grandfather with 64 arrests on his record, was collared by police Thursday after officers spotted him entering a subway station.

His excuse for baring all on the 3-train?

"My private parts fell out. I looked down and it was out. It just popped out! I was trying to put it back."

Bishop has pleaded not guilty to charges of public lewdness.

This excuse is in the book next to "I was just airing them out, officer".

And, yeah, I bet they WERE pushed out, by a quick thrust of the pelvis. If your genitalia accesses the outside air that easily, you need to zip up your pants.
